Create UBL Naming and Design Rules 3.0 OASIS Standard with prescriptive rules for creating new schemas and descriptive items to document UBL 2.1 creation process and the NDR rules for future revisions of UBL 2.x. Note that the "3.0" is the revision of the NDR, not the revision of UBL.

During the drafting process, the committee will consider breaking up the combined document into two document published jointly: an OASIS Standard with the prescriptive rules and an OASIS Committee Note with the descriptive exposition.
