Firefox inability to parse hub XML document

Although the UBL XML hub document does parse file in both Safari and Chrome, the use of a single named entity is choking Firefox.

Changing the one named entity to a numeric character entity allows Firefox to parse the document (though the rendering still remains to be desired and has issues).
