A hanging paragraph is best illustrated by example.

If I say 1. Introduction, do I mean just the part that you follow up to but not including 1.1 Terminology, or do I mean all of section one?

It is that ambiguity that hanging paragraphs are mean to address.

      Hanging paragraphs in the current draft are: 1, 2, 2.3, 2.4, 3, 3.2, 4, 4.1, 4.1.1, 4.1.2, 4.1.3.1, 4.1.3.1.1, 4.2, 4.3, 4.3.2, 4.4.2.2, 4.3.3.1, 5, 5.1, 5.1.4, 5.1.6.2, 5.1.6.4, 5.1.6.4.6, 5.2, 5.2.3, 5.3, 5.4, 5.5, 5.6, 6, 8.

But were avoided at: 4.1.3 and 4.2.3, 4.3.3
