      Beacuse we are re-using and adapting a pre-existing standard, we start with the pre-exisitng model. The attachment provides the extension base for nw functions w/o breaking backward compatibility. Under this, the Attach is the extensibility base.

      It seems that these are modifiers of the interval not the attach which as I understand it is basically an incorporated reference to another part of the xml document or a remote procedure? Suggest that performance be moved up a level in hierarchy.
