      Define a performance property which has the tolerance and granularity parameters.

      Should they all be parameters to a valueless property which seems odd - or do we specify multiple performace properties with a type and value, e.g (in ical)

      Also - is PERFORMACE a good name (is this an act). Could the property be better called tolerance?

      Performance parameters need to be supplied for a component - ther eois no obvious place to put them so the examples have them (inappropriately) attached to the uid.
