      The goal was not to mandate the use of WS, but to enable service interaction, as deinfiend in SOA-RM.

      Language added at the end of section 2, in suppoort of security decisions, should make this clearer.

      The goal is to create a standard that is implementable and usable by all. The limitation to such services severly limits the applicability of this standard.
