      The TC has affirmed its approach, which is to reference specifcations where they arem in the best most public form. If required, the TC mar choose to make technical corrections to update references at a later time.

      Description

      Many comments inquire exactly what we mean to do with draft standards, proposed standards, etc w/i the references. I have updated the references to indicate what sort of referecnes they are, and am creating this as a meta-issue:

      Now that we have identifed the draft / prposed / etc standards in the references, do we wish to keep them as Normative, move them to non-Normative, or make case by case decisions.
