      Granularity is mis-defined in spec as part of Tolerance

      Granularity for a long time existed as both "the shortest duration that is significant" (part of tolerance) and as the "blocks that are scheduled/schedulable", particularly as applied to Vavailability and availability. The former of these is incorrect.

      Granularity as part of Tolerance is wrong. In the Schema, this was renamed to Precision. The Spec should be modified to match the Schema.
