OASIS TC Process 2.18 says "All documents and other files produced by the TC, including specifications at any level of approval, must use the OASIS file naming scheme, and must include the OASIS copyright notice."

So we need the Notice in each of the three parts of the specification, as well as in each of the "other files", such as the RNG schemas and OWL files. Currently we only have the one-line copyright statement in those "other files". We should add the full Notice.
