          Transparency really only make sense if there can be something behind the object. So for a page background to be transparent we would need to be able to embed a page inside another page. Is that possible?

          Andreas:

          -> two issues:

          -->text omits <style:graphic-properties in description

          -->why not allowed where fo:background-color is allowed?

          I can confirm the text omission for the first issue.

          Suggest: "The style:background-transparency attribute specifies the transparency of a background color."

          Deleting "a paragraph's"

          Thoughts on what to do about allowing transparency where fo:background-color is allowed?

          Agreeing that with no background object that transparency would be meaningless but that would not be the first time I have seen a meaningless option.

          Need to check with original commenter on whether he is looking to implement this or not. If so, it would be good to understand his use case.

          As per 26 Sept. 2016

          patrick: Michael will submit a proposal and we should set this to ODF 1.3

          LibreOffice is going to implement the style-graphic-fill-properties-attlist for other objects than shapes too. It is already implemented for paragraphs and text-document pages. Currently there is a discussion about an appropriate file format. Some ideas are in the bugtracker [1] . The discussion is not finished. I suggest to postpone this issue till the way of LibreOffice is clear, and solve this issue then together with other needed changes.
          [1] https://bugs.documentfoundation.org/show_bug.cgi?id=103602 new documents fail ODF validation with Error: unexpected attribute "draw:fill"

          I have written proposal OFFICE-3937 for to extend page background settings.
