      This has been done by making Measure to be defined in PROMCODE and other EMS classes (UnitOfMeaure, and Metric) as generic class of Resource in the PROMODE spec.

      Description

      EMS work is not an official standard and it is currently inactive. So, dependency on EMS should be removed from the PROMCODE specification.
